Responsibilities
Overview
The Human Capital Development Manager is accountable for managing human resource functions including: implementing HR operational strategies; ensuring Talent Management practices are consistently implemented and ensuring high levels of employee engagement. Responsibilities include the development of strong partnerships with business leaders and coaching and developing managers and front line leaders, analyzing business information and leading HR and business project initiatives; proactively engaging in employee relations issues, managing candidate selection and employee development activities; and managing programs, policies and procedures in support of our business culture.
 
 
Key Responsibilities
  1. Facilitate timely and accurate recruitment to bring in the best-fit candidates for all job openings  (eg. understand the position requirements, screen resumes, shortlist candidates for interview, conduct interviews, track recruitment status / turnaround time, make offer to selected candidates and managing recruiter and job portal)
  2. Establish accountability and job description for all staff
  3. Manage the day to day HR operations to deliver quality HR services to all employees (eg. Checking of payroll reports, respond to staff queries, administration of staff insurance and other adhoc HR related tasks)
  4. Salary Proposal for new hires
  5. Maintain the HR Information System to ensure data accuracy and proper document management (eg. maintain the electronic employee database and employee records filing system)
  6. Handle employee relations, communications and grievances for better staff morale, retention and motivation (eg. manage the staff suggestion box to escalate employee feedback and suggestions to Management for review, make announcements / share HR policies with staff through the email and notice board, carry out Internal and external Survey)
  7. Support ad hoc training initiatives (work closely with line managers to identify, source and implement relevant training courses or program & common Business Skill program implementation)
  8. Manage annual performance appraisal and support talent management
  9. Manage the employee welfare programs / events for greater employee satisfaction (eg. organize health screening, teambuilding activities, office parties, annual dinner and dance, arrangement of staff birthday/Marriage gifts & etc.)
  10. To lead Corporate Social Responsibility (CSR) projects and oversee event committee
  11. Ad Hoc Projects and Reports submission
  12. Execution of staff exit
